AN ALLOCATION MODEL FRAMEWORK FOR A CAPACITY-CONSTRAINED PORT: A CASE FOR CITRUS EXPORTS AT THE PORT OF DURBAN

This article investigates the viability of using forced allocation as a mechanism to alleviate capacity challenges through scenarios varying allowable citrus throughput at Port Durban. Rule-based resource techniques are used divide constrained port between production regions by setting quotas. The model framework minimises impact on export cold chain quotas constraints in an integer programming (IP) formulation minimum cost transportation problem (TP) for system. results show that is feasible under least one technique four tested.
